In some or most infrastructure projects, a government or quasi-government authority grants a concession to build and operate the project for a finite term, perhaps 20-30 years, at the end of which the right reverts back to the authority – Build, Operate, Transfer (BOT). The project entity relies on the revenues received from operating the concession to repaying development costs, related debt and operating expenses and to earn an adequate rate of return having regard for the risks undertaken.
